Abstract
Osmanlı Devleti’nde bilimsel anlamda veteriner hekimliği öğretimi, ordunun ihtiyaçları göz önünde tutularak İstanbul’da 1842 yılında başlatılmış, 1849 yılından itibaren Harp Okulu bünyesi altında devam ettirilmiştir. İzleyen dönemlerde salgın hayvan hastalıklarının önüne geçilememesi ve sivil kesime yönelik veteriner hekimliği hizmetlerinde görülen ihtiyacın artması sonucunda, önce Harp Okulu veteriner sınıflarından sivil veteriner hekimler mezun olmaya başlamış, 1889 yılında ise “Mülkiye Baytar Mektebi” kurulmuştur. Mülkiye Baytar Mektebinin kuruluş çalışmaları sırasında yaşanan yer ve bütçe sıkıntısından dolayı eğitim-öğretimin, ilk iki sene Sivil Tıp Okulunda, son iki sene Halkalı Ziraat Okulunda yapılması kabul edilmiştir. Ancak, öğretimin iki ayrı yerde yapılmasından kaynaklanan ulaşım ve uygulama güçlüğü nedeniyle sivil veteriner sınıflarının bir çatı altında toplanmasına karar verilmiş; bu amaçla Cündi Meydanında Esat Bey’in konağı kiralanarak, sivil veteriner sınıfları 1894-1895 eğitim-öğretim yılından itibaren Mülkiye Baytar Mektebi Âlisi adı altında bir araya getirilmiştir. Gerçekleştirilen arşiv çalışmaları, Mülkiye Baytar Mektebi Âlisinde sivil veteriner sınıflarının sadece müstakil bir binaya sahip olmadığını aynı zamanda gerek öğretim kadrosunun gerekse ders programının yeniden düzenlenerek eğitim-öğretim faaliyetlerinde de iyileştirme çalışmalarına gidildiğini göstermiştir. Bildirinin konusunu oluşturan Mülkiye Baytar Mektebi Âlisine ait ders programı, 160 sayfadan oluşmuş ve İstepan Matbaası tarafından 1896 (R.1312) yılında yayımlanmıştır. Programda, dört yıllık veteriner hekimliği eğitimi süresince veteriner öğrencilerin alacağı toplam 39 dersin içeriğinin ayrıntılı bir şekilde hazırlandığı ve veteriner hekimliği müfredatının ana hatlarının çizildiği belirlenmiştir. Bildiride, “Mülkiye Baytar Mektebi Âlisi Ders Programı” örneğinden yola çıkılarak Osmanlı Devleti’nde veteriner hekimliği müfredatı konusunda saptanabilen yeni bilgileri gün ışığına çıkarmak ve veteriner hekimliği tarihine katkı sağlamak amaçlanmıştır.
Abstract
In the Ottoman State, scientific veterinary education commenced in 1842 in İstanbul with a view to meet the needs of the military, and as from 1849, this education was continued to be given by the Military School. In the ensuing period, as a result of contagious animal diseases not being able to be contained and the public need for veterinary services becoming ever more indispensable, firstly, the graduation of civil veterinarians from the veterinary classes of the Military School was enabled, and later in 1889 the “Civil Veterinary School” was founded. Due to budgetary constraints and the unavailability of space assignment during the efforts for the foundation of the Civil Veterinary School, it was decided that the first two years of veterinary education would be given at the premises of the Civil Medical School and the last two years of education would be given at the premises of the Halkalı School of Agriculture. However, because of the difficulties encountered both in practice and in the transport of the tutors and students, the Mansion of Esat Bey located at the Cündi Square, was rented to unite the civil veterinary classes under the same roof. Thus, as from the 1894-1895 academic year, the civil veterinary classes attended education at the premises of the Civil Veterinary School. Archive research has demonstrated that the civil veterinary classes of the Civil Veterinary School not only had a separate building dedicated to veterinary education, but also benefited from the betterment of training activities through the reorganisation of both the academic staff and the academic programme. The curriculum of the Civil Veterinary School, which constitutes the subject of this paper, was set out in 160 pages and printed by the İstepan Printing House in 1896 (R.1312). The curriculum describes in detail the 39 courses attended by the civil veterinary students throughout their four-year education and lays down the outline of the veterinary curriculum of the Civil Veterinary School. This paper aims to bring to light new information obtained on the veterinary curriculum applied in the Ottoman State, based on “The Curriculum of the Civil Veterinary School”, and thereby, to contribute to the history of veterinary medicine.
